The Hempstead Public Schools Bilingual and World Languages Department is committed to fostering academic excellence, cultural awareness, and language development for all multilingual learners. Our goal is to ensure that every scholar is supported in achieving their fullest potential in both English and their home language while developing skills to succeed in a global society.
We proudly serve a diverse population of multilingual learners through high-quality bilingual, dual language, English as a New Language (ENL), and world language programs. We believe that multilingualism is an asset that enhances our community and prepares scholars for college, careers, and citizenship.
Vision Statement

NYS CR Part 154 Regulations
The Bilingual and World Languages Department aligns all programming and services with the New York State Education Department (NYSED) Commissioner's Regulation Part 154, which governs services for English Language Learners (ELLs), also referred to as Multilingual Learners (MLs).
What is CR Part 154?
CR Part 154 outlines the rights of multilingual learners and the responsibilities of school districts to provide:

Identification and placement of ELLs within 10 days of enrollment

Parental notification in the home language

English as a New Language (ENL) and/or Bilingual Education services

Annual English language proficiency assessments (NYSESLAT)

Transitional support services for exiting ELLs

Home Language Questionnaire (HLQ) and Initial Language Proficiency Identification

Bilingual Education & ENL Program Models must be research-based and culturally responsive

Parent Orientation within 30 days of identification
